ARCHITECTURE

The Second & State Building is located in downtown Harrisburg, PA, one block from the Pennsylvania Capital Building in the Harrisburg Historic District. Occupying a formerly unbuilt lot, the building represents part of an ongoing effort to revitalize downtown Harrisburg and attract commercial tenants with modern construction, while preserving the remaining historic character of the area.

Zoning
Community-Commercial General (CCG) Zone

Variances approved by Zoning Hearing Board 19 July 2010:
- 75’ height (30’ over ordinance limit)
- 94 on-site parking spaces waived with agreement to lease nearby

Major Codes
The Pennsylvania Uniform Construction Code (PUCC) adopts:
- 2009 International Building Code as base code
- 2012 International Building Code Ch. 11 regarding Accessibility
- 2009 International Mechanical Code
- 2009 International Plumbing Code

See PUCC website for a complete listing.

Historic District
Harrisburg Historic District (aka Olde Harrisburg)

No specific prescribed requirements for new construction

Must maintain similarity in character to surrounding buildings, subject to approval

BUILDING ENCLOSURE

The façade of the Second & State Building is interrupted with varying types and colors of masonry, mid-height horizontal features, awnings at street level, and a distinctive parapet at the corner of Second and State Streets. These feature break up the volume, and echo the row houses and narrow buildings that dominated the area prior to mid-20th century redevelopment, despite the fact that the Second & State Building is one of the larger structures in the vicinity.

The roof of the Second & State Building is a built-up system consiting of a structural composite slab on steel roof deck, rigid insulation, and a non-structural slab of lightweight concrete for added insulation. The roofing thickness is generally uniform throughout, with a quarter-inch-per-foot slope for drainage acheived by gradually changing the top elevation of the roof framing. The roof is finished with a white reflective roofing membrane to minimize rooftop solar gain.

SUSTAINABILITY FEATURES
The Second & State Building is currently being reviewed for a LEED V3.0 Silver Rating. A closed loop geothermal system for heating and cooling is the headline sustainability feature. Space constraints in the urban location precluded a typical field of geothermal wells, prompting the design team to locate the fluid loops alongside the spiral reinforcement cages of the foundation caissons. This approach, while more common in Europe, is used infrequently in the United States, making the system somewhat novel. Energy efficiency is substantially enhanced by an integrated building control system for HVAC and lighting functions. Other features include high efficiency glazing, LED accent lighting, high efficiency plumbing fixtures, and a preference for local and recycled materials, including brick for the façade.
