When completed, the Jacob's Ladder site will house 800 residents and 200 caretakers. Currently one-story homes are built for the residents and two-story homes for the caretakers. Four to six youth will live in each resident home, while the caretaker homes will house four staff. Twenty homes have already been built on the site. A second phase of eightteen homes will likely be constructed soon.
